Yes, if confirmed, it appears to me this statement allows for a teacher to go ahead on their own. Such a statement made more clear would change a lot of things. I know teachers who could teach 20 a month if they were able to go back to the old stepped system of cost (poor person could pay $200 or work for the teacher for 2 or 3 days, and millionaires could pay $1000). The teacher needs an income for rent, food, advertising, materials, car, and other necessities.
