Nope, it is Maharishi doing it. You may have a hard time accepting his eccentric/bizarre/stifling ideas because you cannot credit him with anything you don't like or agree with, so you blame it on the TMO. It is a common technique for those who are unable to criticise some points, or accept wholesale Maharishi's actions. It is him doing it, and no-one else.
