We wouldn't need basis in Iraq to apply political/military pressure against China or even India or just about anyone else, All you have to do is have a strong military presence(navy) at the Straights of Hormuz. That controls the flow of oil out of the Persian Gulf and who can enter it as well. The whole purpose of setting up a democracy in Iraq is to create a domino effect in the region. And let that region join the world community. Democracies don't start wars with other democracies and they also don't support terrorism. It has been quite apparent since Iraqi's went to the polls in January that others in the region also are interested in democracy  and the momentum is gaining. The Iranian youth want it, the Lebanese, Palestinians, Egyptians, as well as others are all talking and some moving in that direction. But for some,Iraq is all about blood for oil. However I do see your point of strategy. China is depending on oil from the middle east more and more and if they ever tried to invade Taiwan they could be cut off from their oil supply in a heart beat.
