My impression--from reading the Web page I quoted from, at any rate--is that the "post- conventional" stages were designed to be independent of any particular moral assumptions (although the stipulation "emphasis on universality, consistency, logic and rationality" for stage 6, at least the "logic and rationality" part, does seem Western).
