There are greater authorities IMO on this subject--in fact what is being called the "Maharishi effect" has been known in Buddhism for millenia. The Transcendental Sound tantra in fact tells us that these teachings exist in 13 other solar systems. As Robert Thurman points out in _Inner Revolution_ this process has been successfully applied in several countries within historical times. The downside is that when you tame and pacify the minds of a populace--and not their neighbors--the new peace loving country is susceptible to all sorts of outside danger (e.g. invasion from a neighboring country). In fact the Dharma contains methods to tame and pacify entire world systems. In recent times there has been an almost universal insistence among yogis that the use of wrathful deities of the most wrathful variety be cultivated in order to subdue negativity within and without. It's that bad. This would follow more to what Patanjali says when he says 'place non-harming in your consciousness and that effect will radiate into the environment'. Commentators on the YS have added that this level of individual pacification will even effect natural enemies (such as cats and mice, etc.). The Dharma does hold methods using yogic flying for pacification but they are very different than the TM model. Understanding what the differences are, I can't see how the ME could really work--it lacks the correct motivation--it lacks bodhichitta.
