The real story is about Zhang-Zhung and Udiyana which were the cultures west of Tibet. Both held powerful Buddhist yoga lineages prior to the introduction of Buddhism into Tibet. The Bon which existed in Tibet prior to Padmasambhava was already a heavy mix between Buddhism and Shamanism. This mode of advancing their agend is a feature that Buddhist proselytizers used frequently.
