It's an intellectual justification for the belief that there is something that has to be "done" to realize enlightenment. It's an excuse. So is the "state of the world." So is "bad vastu." They're all mental constructs to allow people who really wish NOT to realize their own enlightenment to continue doing so. In my opinion, of course.
