I understand your point, but geopolitical boundaries and entities 
change all the time. What about North and South Vietnam, North and 
South Korea, Taiwan, Surinam, and most of the African countries?

Many of them existed in the past but not now, and others exist now, 
but not then, with a lack of distiguishable cultures.
