I wouldn't think so.

Those vents are there to prevent condensation in the attic area or 
crawlspace areas of roofs.  They circulate air on their own accord 
and I would assume that trying to tap even the slightest energy from 
them would make them stop rotating.

Just my uneducated guess, though.
