FWIW, the above from Ashcroft was a commentary on new national security measures proposed by the Clinton administration following the Oklahoma City bombing--in other words, their focus was *domestic* terrorism, to combat which domestic surveillance made even more sense than domestic surveillance to combat *international* terrorism.
