There's a tiny gap of about 20 years missing in that article, where the Ba'ath party kicks the CIA out after they supply the Ba'athists with intelligence for their coop against the pro- Soviet government, and THEN sides with the Soviets themselves. This continues until shortly before the attack on Iran. At that point, we step into the power-vaccuum left when the Soviets drastically reduce support to Iraq in protest of his attacking a fellow-USSR client-state. That's when we started allowing him to import dual-use weapons and turn a blind eye to their use on the battlefield and against the Kurds. We also make sure that our allies are willing to sell him Soviet-compatible ammunition and replacement parts. The Soviets reverse themselves again later on and start to restrengthen their uneasy relationship with his government. Somewhere in there, he decides to invade Kuwait... Er, um, did I mention the guy isn't stable? Did I mention the part where he plays the Kurds against the Communist Party in Iraq, and for a while is their champion? He's a real piece of work.
