Such technology simply does not exist. The closest to what you have just said is that Military is working on some kind of micro-wave that cause heat and burning sensation the skin of the person on whom it's fired upon.

That was along the lines of what Dick Gregory was saying he said that the CIA had found a way to connect with the frequency of the tm mantras and could cause people to go crazy. He predicted that we would see many people going nuts through the
practice of tm but it would not be because of the practice but that they knew how to effect the mantra or the brain of the mantra of the person using the technique. Said Maharishi had sold out to the CIA.
