Clearly no such thing is happening. The situation only continues to get worse year after year as the killing escalates. Actually sectarian violence has been going down significantly since the surge began and Iraqi's that once turned a blind eye to Al Qaeda or even joined them are now turning against them and pointing them out to our troops and Iraqi troops.
