I find this idea both interesting and warming. If it will work with the obvious anarchists on this list is an open question. At least your thinking is of high quality, IMHO, on this topic, and shows that the way your brain is moving is towards group-consciousness expressed by consensus thus reflecting the higher values of the Age of Enlightenment.
