Have a look at Quick Site Builder (admin -> general)
You can create nav nodes 9and dmHTML pages) from a text structure
pretty much like you have writen here; except use '-' for each level

you could save your default structure in a file, then for each issue
copy this into the site builder, modify it if required, and then let
it rip.

There are instructions on the page.
