I would still suggest you use the quick site builder code.
Take the code that builds the substructure from the quick builder code, provide it with your new required new structure and let the user run this from a new menu option with the Farcry Admin.
All very simple - I have done a similar thing by adding a new PLP step to the dmHTML edit PLP - to allow users access to a modified version of the quick builder to add a complete substructure beneath the current node. Much quicker than going to the site tree and adding it there.
With your new option you would provide the security/checks to make sure that only users with the required authority can create the substructure.
