What you're asking for can be done in Farcry although it's not "out of
the box" functionality.

If it was me here's what I would do: I'd setup a custom admin item to
create new issues. It looks like your Issue structure is consistent
enough that all the user would have to do would be click on the Custom
Admin item and like magic it would create an new Issue branch in the
tree and then shuttle them off to the newly created Issue. Simple huh?

Now the technical details of such an item are outside the scope of
this thread but I will say that the Farcry API is more then capable of
handling such a task. In fact, if you look at the code for the quick
site builder it will give great insight into the methods for
programmatically creating new objects in Farcry.

As to the problem of users uploading Quark files; no worries here as
Farcry will only accept  file types it's been told to accept. Out of
the box that's "Word, PDF, Excel, Powerpoint and Zip. You can change
this at anytime by editing the config under Admin.
