The fonts you use, have been designed at the time of Windows 3.1 with 
Arabic support, IIRC. The shaping mechanism was hard coded in Windows at 
the time (I guess it's still hard coded in a way or other). So they could 
only replace an Arabic letter with a Persian one. So they replaced Arabic 
Kaf with Persian Kaf, Arabic Yeh with Farsi Yeh, Teh Marbuta with Heh with 
Small Yeh above, ... If they wished to use an empty position, the letter 
would have not shaped.
