Hmmmmm... It seems the reason is not that. I explain.
If COUNTRY=55 was the reason, I would not be able to load any codepage
rather than 850 or 437.
However, I'm able to load any 3-digit codepage here.

On the other hand, I think that you're somehow right. Perhaps MS-DOS
MODE.COM programs are not localized only in what concerns to the language of
its messages.
