European languages also have their own character sets, but in DOS
codepages most _latinic characters_ used from lower ASCII7 part (except
charcters with tildas, umlauts, etc).

BTW, do you know about so called `collating' and `weight' tables, which
eliminate troubles with unordered character sets?

Because this is _not_ latinic letter, even though its sound and shape
is similar. Let me get another example: `H' and `p'. FIDO users was forced
to use latinic `H' and `p' instead similarly shapen Russian `N' and `r', and
this is cause much of troubles _because there two different used code in
differene contexts_.
This is answer to you: if you will not make _duplication_ of some
charcters (and may question was: "are your $f6 and $f7 exported from latinic
alphabet?"), then you will not have troubles with using different code for
_one letter_. Cyrillic `A' and latinic `a' is a _different letters_.
BTW, is Unicode for European languages (French, German) also
_duplicates_ latinic letters or they continued to used from lower 128
positions?
