The general comment he repeats is that students don't understand the true ratio of TD and the upcoming report I understand will point out that too many students are relying (apparently) on a particular set of notes that appear to be very outdated - i.e. cutting off their knowledge of non-delegation in about 1998 and property rights similarly without knowing the "new" stuff.
