It's complicated. HC has the rights to the world in English. HC also has two regions of operation, North America and UK-Export. These are very old divisions of rights that go back a long time before the internet; not so far back as Shakespeare, but before World War I. Since the merger of the various companies that form Harper-Collins, the North America/UK division still exists. Apparently the software is still pretty dumb and you can fool it easily enough. My English language publisher is Harper Collins. They are very interested in selling it in the non-English speaking world. It's just not their primary market, obviously.
