Thanks Shells. In Shards, Jorna (now Kahil) said that s/he moved to that body after feeling her powers subverted, that the Emerald Queen was mindless for a time but nobody seemed to notice, and then the demon came along and ate her up. Nakor sees Kahil after killing Fadaway and said "Hello, my love", and recognizes her, etc...definitely seems like s/he's the same person. And she's changed bodies before.
