As a lurker: I'm more than happy to get mail, but a blog would just
annoy me (unless I kept getting the mails, and could completely ignore
the blog).

If the purpose is just to convince people that this isn't a dead
project, it might be more effective to post the new binary on the
webpage at least once a month, and maybe put some release notes up.

(I'm still trying to think of a decent response to the "what should we
be doing" question...)
