That's a good idea - except I really cannot go to his yard - they are very uneducated and threatening people - we have some history-but wife yelled at me not to come to the house or stand on their porch anymore..

I wouldn't mention his name, just tell people to PLEASE keep their cats indoors. There's really nothing you can do other than build a cat fence, and keep all the cats in your yard. There are many different cat safe fence products out there. Keep vitamin K on hand, if your vet will give you a vial (and syringes to inject it, or you can get pills, but they wont work as quickly), and you can treat the poisoned cats.
