One of my friends had a similar problem with a neighbor.  I contacted  our 
state senator & she had one of her staff people get back to me about the  
specific regulations & what to do.  They were very helpful.  So,  maybe try 
contacting your state senator & state assembly  representatives.  Hopefully 
they are 
animal lovers. 
 
 Incidentally, this neighbor apologized to my friend out of the blue  
recently & asked her to forgive them...and these people used to be  absolutely 
horrible, to the point that my husband put a surveillance camera on  my 
friend's 
property for documention of this creep's activities.   Thankfully, he has 
ceased 
his animal abuse, at least as far as we can  tell.  Good luck to you and to 
these babies...bless you for helping  them.

I have a neighbor who  hates cats and started to put rat poisons in his yard
