I'm sorry but the ankle thing got me chuckling. On another list, someone had mentioned that her cats actually seemed to pee more on plastic covered furniture! There was one cat that hurries to pee on plastic grocery store bags if they make it to the kitchen floor during unpacking. Our Queen Ursula pees on the sink back splash whenever she is annoyed with us, (very effective behavioral modification for Bruce and I!). She's a bottle baby that grew up very indulged and spoiled, (not to mention a calico), and she reminds us often that she DID NOT agree to welcoming all these street urchin vagabonds that find their way to our door. I hear you about how crowded your living quarters are, is there no way to separate the pee merchants and give them some private space for awhile? I have found that even limited time outs from the others during the day, (at the same time each day if possible), helps. They at least know they will have some peaceful alone time at regular intervals and it helps them tolerate each other when they do have to be together. I'm betting that your house looks like mine with bookless shelves and cat trees galore. Vertical space sometimes helps and I also find that if I help "protect" personal territories, (shooing interlopers off of someone else's favorite perch for example), helps everyone respect each other's boundaries.
As for extra litterboxes... I use those cement mixing trays they sell at Home Depot. They are just about the same height as regular litterboxes but about 2.5x as large. Even when they are butted up against each other the extra space seems to help curb litterbox avoidance. Not sure what else to try, to be honest.  If I had the recommended #
of litterboxes I'd have to have 31, and I don't have room for 31.  He
has urinated everywhere, including my ankle one day.  I clean up the
pee trails going up and down the walls every couple of days.  I have
had an offer to help me rip up the carpet so I will have concrete
floors like every other rescuer I know.   She likes to get on top of
the stove and spray the backsplash.  Toodles never had a UTI, she was
checked and her urine was clear.  I'm trying to find her a foster home
with fewer cats.

He is on Elavil only, she is on Elavil plus pain meds for her
congenital spinal disorder.

I'd call the vet that wrote the script.  They should be able to either
help you straighten out the pricing/wrong script problem, or tell you
where else to order it from.  I'd also call local human pharmacies in
your area and ask the pharmacist to recommend a local compounding
pharmacy.  I usually get my compounded meds in the mail from a couple
states away, but when I'm in a hurry I have one within driving distance
that I use.  Try not to stress too much, you'll get the meds you need
for your pee happy friend.

What have you done to try and work with him, (what's his name?)
behaviorally to curb his spraying?  I'm betting you've tried lots of
things.  Don't give up hope that he will continue to spray forever.  I
can't tell you how many times I've thought a behavioral issue would
never resolve, but given lots of time, imagination, and patience things
do eventually work themselves out.
