It is possible for the illness to lie dormant and activate during times of stress. She may have tested negative the first time you had her tested, but had virus sequestered somewhere in her system and the stress of moving triggered the shedding process.
 
The best care you can give her right now is care. Lots of love and attention, medical care (as you are already doing), a reduction in stress as much as possible (so any additional changes should be introduced very gradually). Then make sure you are feeding her a nutrient rich food that is as free from additives and filler as possible (I have a list of ultrapremium foods, if you would like I can send you a link). Also, if you have tap water that is a little sketchy then i recommend getting the cats their own Brita or a purifier for the faucet. Good clean water, excellent nutrition, and frequent preventative medicine are your biggest guns in the arsenal. Check her gums periodically to make sure they are pink, take fecal samples in to the vet on a regular schedule to be sure she is free of parasites (anemia is a big problem for these guys so anything like fleas and worms need to be taken care of right away), and during times like these, you might find that vitamin supplementation (in particular L-Lysine) helpful in shaking off illness. Keep her living area squeaky clean (litter box and food/water dishes should be cleaned frequently). There are medications I am sure your vet will discuss with you--my fosters aren't on any, but I believe some other list members use them. I am sure others will respond to your inquiry with more information and support, but just wanted to get the ball rolling. This list is a terrific resource for information and support, I have found, and I think I would have definitely a lot more lost without it.
