If you don't have luck talking to the rescue group, you can contact the 
Animal Legal Defense Fund in California and ask for a referral to an attorney 
member in your area and see if they will write a letter concerning paying for 
treatment and spaying.  Was the adoption fee supposed to include spaying? If 
so, 
that one should be easy. They are a rescue group with limited fund, that's 
true, 
but they need a wake-up call about doing testing and spay/neuter.
