The Whatcom Emergency Communications Group does training and testing every
other month.

There is a free self-paced test available at QRZ.COM

http://www.qrz.com/hamtest/

The exam is multiple choice and the test above uses the actual questions
that are used for the examination so it is a simple matter of rote
memorization. Key point -- the answers are the same but the position of the
answers will be changed -- if (a) is the correct answer on the web, (c)
might be its position on the paper exam.

Radios are available for under $100 A really nice setup (optional larger
antenna, a couple of extra batteries, programming software and cable and
decent handheld mic/speaker) is under $200.
