It's not?a question of whether females could be the heads of houses -- that was actually allowed in some clans and some periods of time. It's a matter of whether or not a female could form a house... and the answer is distinctly no.
Besides, if Hinata were to marry, say, Naruto and become Uzumaki Hinata... that wouldn't exactly be stealing the Byakugan, would it? Also, there's some evidence that it has happened at least once in the past -- remember when they speculated that the sharingan and byakugan were related?
