I've attached my workaround which fixes the bitstream output by FFmpeg. It
parses the data emitted by QSVEnc and uses the presence of the temporary
delimiters to correctly construct AVPackets.
Depending on interest I could make this into a proper patch, but if Intel
are going to release a driver sometime soon that fixes these issues then
there maybe there is not much point.
In the meantime, maybe somebody will find it useful!
