No matter how much you lube the wheel, at some point in time, something's going to stop riding on the layer of oil. There will be a bit of friction that will cause the black build up. Before you oil anything, be sure to give all the to-be-oiled surfaces, a good wipe down. Oil doesn't do its job properly, if it's put over old, existing oil. Once all the black stuff is wiped off, and you re-oil, everything should stay nice and clean. If you see black starting to build up again, that's a sign that it needs to be wiped down again, and re-oiled.
