And that's exactly the problem the other folks had. Adding the vinegar, or 
acid, after the fiber was in the dye bath, got results.

Have you soaked the fiber throughly? Perhaps you need to cut back on the amount 
of fiber you're dyeing. Perhaps wrapping it in saran wrap, and steaming it, 
might help

The problem isn't getting the dye to strike the fiber and permanently 
bond, the problem is getting the dye through the fiber to dye the underside.<<
