Well, as long as you're experimenting, give this a shot. You think the problem is that the dye is striking before it penetrates the top. So . . . try mixing the dye with just water, and soaking the top in just water; i.e. no vinegar. Pour on the dye and let it sit until it had penetrated. *Then* pour on a vinegar solution and steam or zap or whatever.

Worth a try, maybe?  On a small sample?
