Looks to me like an an abberation .. The list as shown is from the list of
UK Hill9 breeds as per the British Wool Marketing Board classification.

Although Shetland has no hills the BWMB still classes the sheep in this
group .. This despite most hill breeds having the coarsest wool and the
Shetland having the finest  wool of the British Breeds.

And then the BWMB grades some of our wool as Fine No1 which is a Merino
grade ....it comes from pure bred pedigree Shetland sheep!
