Shetland does not fit into an easily defined slot. I would say, though,
that it is not a down breed. I could be a mountain breed or a primitive
breed. It is not fine, or medium or long, but sometimes could be either
or all.
The undercoat of some shetlands will be downy, but then other fleeces
will be relatively coarse and the next, quite fine.

I would also suggest that suffolk is a down breed. I actually call those
ones "meat" breeds as the wool is secondary to the meat.
