I never use paper for winding a warp but rather use corrugated cardboard.  Or 
sticks depending on how long the warp is.  Using paper allows too much give 
when you are winding it on.  I don't use tension while I'm winding it on but do 
use the cardboard or sticks so that later wraps don't dig into the previous 
wraps.  That's where uneven tension will come from.
