My last two questions on the subject:

Is it both the relative location and the name of the folder that are 
variable? That is, you can put the folder that serves the function of the 
applications folder anywhere, but can it also have any name you want, 
such as "Programs?"

Is there a user interface provided to the user to alter these settings?

One of the things that I think never really got spelled out that was a 
point of confusion was that I was talking not about the required 
installation location, or the required location where documents (or 
whatever) *must* be saved, but about the setting for the default location 
for these folders.

That is, my default applications folder is D:\Programs, but I can install 
a program anywhere I like, if the application installer allows me the 
choice (and I can't recall ever encountering one that did not), and my 
default documents folder is E:\Data, but I can save a document anywhere I 
choose. I believe that there was some confusion over this as the 
discussion unfolded, with many offering the ability to put the 
apps/documents anywhere you want as the equivalent of having system 
settings for the default locations.
