No genuis here, but I studied the Piston theory text in college and his method was upper case Roman numerals for major triads and lower case for minor. The Bb triad in Cm would be a VII chord but since it is the dominant of the relative major you could also find it as a V of III chord. If your asking about a name like "German sixth" or "French sixth" the only name I'm aware of attributed to this chord is subtonic.
