certainly, although unfortunately cowell's theory and composition were not always 
subject to the same level of development...

one might also suggest that chopin's 1st prelude in op28 is an[other] important step 
in the increasing rhythmic detail out of which certain aspects of new complexity would 
arise, specifically nested tuplets, as well as tuplets within "tuplet measures", or 
/10 and /6 meters].

however, rhythmic complexification seems to be only used for expressive means in this 
chopin example.
