For Windows, you need the Central European character versions of the fonts. Current versions of Windows come with them, or you can get them from the Microsoft site. (I don't have the URL, but that's where I got them. Search for Windows core fonts.) All the Windows core fonts (Times New Roman, Arial, Tahoma, and some others) come in these internationalized versions. You can then use the Character Map to copy and paste, or if you just want Czech, here they are: ALT+ Uppercase C-hacek 0200 D-hacek 0207 E-hacek 0204 N-hacek 0210 R-hacek 0216 S-hacek 0138 T-hacek 0141 U-ring 0217 Z-hacek 0142 Lowercase c-hacek 0232 e-hacek 0236 n-hacek 0242 r-hacek 0248 s-hacek 0154 u-ring 0249 z-hacek 0158 There are the Czech, Slovak, Polish, Hungarian, and Icelandic characters, and probably enough to do Turkish. (I don't know any of the characters in the other Eastern European languages.)
