Or, as I have often seen in pieces I have played and written (and engraved, for that matter), you can merely write "(3+3+3)" over the first 9/8 bar. Usually this is used to denote odd groupings like 2+3+2+2, as in a Frank Ticheli concert band piece I recently played, but if it's sufficiently unclear one might notate 3+3+3 to be on the safe side.
