Yest it all depends on what you're doing.

In WinFin97, it does, but only if there are notes (I first tried it 
without entering any notes, and it didn't copy, and then I remembered 
that there was an association between note entries and clefs, and put 
in some notes and copied again, and the clefs were copied).

Seems to me that if the starting clef of the destination staff is the 
same as the starting clef of the source clef, you'd want the clef 
changes copied. Seems to me that "smart clef change copying" would be 
a nice feature, assuming it was optional.
