No.  ESWs usually roll-up left to right or right to left.

So you can mouse over at the bottom of the window if you want.

There is a short delay before it scrolls up. I believe the time is user settable, but I don't use them that much.

I don't believe I said it was better than anything. I have never used a transparent window, so I don't know how they work. It sounds useless to me, but I have no experience with them.
