"Preserve Users and Network Settings" *is* a full reinstall of the OS -- it just moves your existing preferences, etc., to your new Home folder.
If you need to actually reformat the drive for some reason, then I would think you would probably need to re-register Finale on that computer. But I don't anticipate that that would be a problem. I guess if you're worried, you could always unregister the computer before you format the drive, then re-register after formating. But that's really not such a big deal -- at least not in my book.
