VSampler is very good, though CPU-hungry. If you've got the CPU power, it's very effective, and it can be used as a standalone application without a VST host. There's also sfz+, a VSTi which I have used in realtime in Sonar. Sonar has an auto-configuration scan for optimum latency, and the worst I've had is about 11mS (using a pair of Waveterminal 2496 soundcards).
