I wrote, in part:

Also, my guess is that even using different lyric spaces, if you have a situation where you shift a syllable right from the last note on a staff, it will because you have changed the syllable count while editing in the edit lyrics dialog box, the syllable will be shifted to the first note of the next staff.

And Mark properly challenged me:

Your guess?? Why don't you try it and see if you can actually make Finale do what you predict it will do?

which is ordinarily exactly what I would do; however, when I wrote my post, I was pressed for time, and did not have time to test the prediction I made, though I fully intended to do so as soon as I could. Having done so, my experience shows that Mark is correct, and my prediction was wrong. My hunch is that this is due to the fact that the first and last syllables of a "lyric space" are treated differently when a syllable is at the end of a staff, but there are other syllables in the space.

I would note, too, that I do remember from my earlier experiences with Finale, placing the lyrics for different staves in different spaces, and I note from reviewing comments on old scores that two of the reasons I found this unwieldy were trying to keep track of the separate settings for the baselines, when one voice part was singing lyrics assigned to verse one, while another voice part was singing lyrics assigned to voice two, and that I had trouble keeping track of the fact that verse 1, 2, 3, and 4 was actually all verse 1, but were soprano, alto, tenor, and bass.
