You are SOL. The only engraving program that can do that is Graphire Music Press.
Well SCORE takes care of spiral staves too, but it doesn't leads us anywhere, because Finale doesn't handle that. I can see little use musically for using a spiral staff, but agree that the best notation program should take care of that, if only to let the creativity of some people express itself.
