It may well be international copyright laws and licensing of the show -- Tams-Witmark may be prevented from shipping the full score to U.S. productions.

I'm in Montreal, which, since the last failed referendum anyways, is still in Canada. I couldn't ever get a proper answer as to why one supervised production (Toronto) gets the full score when they were using a full-sized band, while our supervised production, which actually NEEDED the full score to make reductions from, didn't rate.
My bad, I'd forgotten you were in Canada. You're right, it doesn't make any sense. Maybe the other group had a larger budget?
